REF_2026 therefore represents more than a forum for economic dialogue; it is a platform for connecting rural communities and institutions around a shared vision of an inclusive, resilient, environmentally responsible, and sustainable economy—while exploring how Pakistan can unlock the potential of its Green and Blue Economy.
Environmental protection and the sustainable use of natural resources have become central to the future of economic development. Around the world, countries are increasingly seeking development models that can generate employment and livelihoods while protecting ecosystems, conserving water, addressing climate change, and ensuring the sustainable use of natural resources. Within this broader agenda, the Blue Economy has emerged as an important pathway for sustainable economic growth, particularly through the responsible use of oceans, rivers, lakes, fisheries, aquaculture, and other water-related resources.
For Pakistan, the Blue Economy presents significant opportunities. With its extensive coastline, marine resources, rivers, freshwater ecosystems, fisheries, aquaculture, and water-dependent agricultural systems, the country can create new avenues for economic activity while strengthening environmental stewardship. However, realizing these opportunities requires greater collaboration among academia, government, industry, financial institutions, rural communities, and development organizations.
In this context, rural economic development and environmental sustainability are closely interconnected. Agriculture is highly dependent on water and natural resources, while rural communities are directly affected by water scarcity, climate change, land degradation, and environmental challenges. Promoting sustainable agriculture, efficient water management, regenerative farming, responsible resource use, and environmentally friendly rural enterprises can therefore contribute simultaneously to improved livelihoods and environmental protection.
Namal University’s Contribution: Recognizing the importance of these emerging development priorities, Namal University is striving to contribute to the broader agenda of environmental sustainability and the Blue Economy by connecting academic knowledge, innovation, entrepreneurship, and community engagement. Through its academic departments and initiatives such as the Nisar Aziz AgriTech Center (NAAC), the University is working to strengthen the relationship between education, agricultural innovation, rural development, and sustainable resource management.
The University’s location in the mountainous beautiful Namal Valley, Mianwali also provides a unique setting for exploring practical approaches to sustainable agriculture, water stewardship, rural entrepreneurship, environmental conservation, and community-based economic development. These efforts can help demonstrate how local communities can participate in emerging green and blue economic opportunities while protecting the natural resources on which their livelihoods depend.
Rural Economic Forum 2026: Bringing Stakeholders Together: In pursuit of these objectives, Namal University held the Rural Economic Forum (REF) 2026 on 7 October 2026, providing a platform for public- and private-sector stakeholders to discuss rural economic development, sustainable investment, financial inclusion, entrepreneurship, and opportunities for collaborative action.
The Forum brought together more than 100 rural stakeholders, including farmers and local entrepreneurs, along with representatives from leading financial institutions, policy and development organizations, academia, and industry. Participating institutions included the State Bank of Pakistan (SBP), National Rural Support Program (NRSP), Pakistan Institute of Development Economics (PIDE), Small and Medium Enterprises Development Authority (SMEDA), SEECS (NUST), Barani Agricultural Research Institute (BARI) Chakwal, National Bank of Pakistan (NBP), Meezan Bank, Khushhali Microfinance Bank, and Askari Bank.
The private-sector and industry representation included organizations such as Millat Tractors, Pak Agro, Sowan Valley, and Mustal Group, REEDs Pakistan, WEs Welfare providing an opportunity to connect rural communities with businesses, markets, technology, investment, and institutional support.
The diverse participation created an important space for stakeholders to explore areas where they can join hands to strengthen sustainable rural economic development and contribute to Pakistan’s wider Green and Blue Economy agenda. Discussions highlighted the potential for collaboration in areas including sustainable agriculture, water resource management, rural finance, agricultural technology, entrepreneurship, value addition, investment, and environmentally responsible business models.
From Rural Development to Green and Blue Opportunities: The experience of REF 2026 demonstrates that rural economic development cannot be separated from environmental sustainability. Farmers, rural entrepreneurs, and local communities depend directly on healthy soil, adequate water, biodiversity, and resilient ecosystems. Protecting these resources is therefore not only an environmental responsibility but also an economic necessity.
The Forum’s emphasis on rural finance and investment also creates opportunities to promote sustainable financing for water-efficient technologies, renewable energy, regenerative agriculture, waste-to-value enterprises, sustainable production technologies and other environmentally responsible businesses as vision of NU.
Through the joint efforts of DBS and NAAC, Namal University seeks to strengthen linkages among academia, rural communities, financial institutions, industry, policymakers, and development partners. These partnerships can support research, innovation, capacity building, investment, and entrepreneurship around sustainable agricultural and water-based economic activities.
A Collaborative Path Forward: REF_2026 marks a step toward developing a collaborative ecosystem in which rural prosperity, environmental protection, and the Blue Economy complement one another. The participation of public-sector institutions, financial organizations, academia, industry, farmers, and rural entrepreneurs demonstrates the importance of collective action in addressing Pakistan’s rural and environmental challenges.
Namal University aims to build on this momentum by facilitating continued dialogue and partnerships that translate ideas into practical initiatives. Through REF, NAAC, and other community-focused initiatives, the University is striving to contribute to a future where economic opportunities are created alongside responsible stewardship of natural resources.
