  • National Artificial Intelligence (AI) Policy reflects commitment to innovation, youth empowerment, and digital economic growth

In this digital century, nations that embrace innovation will lead in prosperity and influence. In today’s world, artificial intelligence is not just an advanced tool but a driver of economic growth, governance reform, and social transformation. Youth is the greatest asset of Pakistan. AI will not only modernize our economy but also enhance productivity across agriculture, public services, and governance. Following developments led to the launch of Pakistan’s first National AI Policy 2025:

  • In April 2025, in a landmark judgement, the Supreme Court emphasized the potential of AI to streamline the judicial system, reduce delays, improve case management systems and expand legal knowledge — particularly at the district level
  • In May 2025, the Ministry of Finance announced the allocation of 2,000 megawatts of electricity for Bitcoin mining and AI data centers to transform Pakistan into a global leader in digital innovation
  • Pakistani AI platform SOCByte launched the country’s first AI-powered cybersecurity program designed to provide critical information to professionals.

National Artificial Intelligence Policy 2025 is a milestone in digital transformation that reflects government’s commitment to shaping a progressive and technology-driven future. By adopting this policy, Pakistan signals that it is ready to invest in innovation, empower its youth, and take its place in the global digital economy. The policy outlines forward-looking objectives: training one million AI professionals by 2030, creating innovation funds, strengthening research centers, encouraging private sector investment, and ensuring inclusion of women and persons with disabilities. It also aims to improve public services, boost indigenous product development, build strong cybersecurity, and align with international best practices. Together, these steps will improve governance, modernize agriculture, expand access to healthcare, and make education more interactive and inclusive.

The benefits for the country are vast. By training youth in advanced skills, Pakistan will open doors to high-paying jobs and entrepreneurship opportunities, reducing unemployment and brain drain. AI in agriculture will enable farmers to optimize crop production, conserve water, and access new markets. In health, AI-driven diagnostic tools can provide faster and more affordable care, especially in underserved regions. Governance will also become more transparent and efficient through AI-powered data systems. At a broader level, this policy can enhance Pakistan’s global competitiveness, attract foreign investment, and integrate the country into international technology supply chains.

Of course, there will still be challenges – from financial constraints to the need for stronger inter-departmental coordination. The government has also recognized that policy must be matched with infrastructure and regulation. Expanding broadband access, strengthening power supply, building advanced computing facilities, and creating data protection frameworks will ensure that Pakistan’s AI journey is both sustainable and secure. Emphasis on ethical standards and environmental safeguards further reflects a balanced and responsible approach.

The policy does succeed in signaling political will and setting direction on innovation, skills, and investment. It creates momentum for AI integration across sectors and acknowledges the urgency of building domestic capacity. However, unless anchored in enforceable laws, regulatory oversight, and infrastructure development, it risks becoming more political than transformative policy. If sustained with commitment, the National AI Policy will become a cornerstone of Pakistan’s progress and a symbol of how challenges could be turned into opportunities. The inclusion of measurable targets, progress monitoring, and partnerships with the private sector will help translate ambition into action.
