A philosophical term “Man is a social animal”, and it cannot be forgotten. Society and livelihood is paramount significant for life. Human requires some renewable and nonrenewable resources in life. Although these resources are received by the nature it even has mostly positive and often negative effects on human life. To maintain equilibrium between resources and its impact state is responsible to ensures these resources and provide quality of life to the people. In order to fulfill these requirement, government establishes system, institution enforces law and order, formulates effective policies and get implementing on them.
Currently, “the greatest threat to our planet is the belief that someone else will save it.”
Climate change is a hot topic and due to rapid change in environment and unexpected rain it is the order of the day task. The last year flood in Sindh and Balochistan destroyed entire infrastructure of the country that snatched crops to farmer, engulfed employment to labour, block all trade activities and spreading disease among the people.
Sindh highway based on (S01 Sehwan-Kai 30 km), (S02 Dadu-Chini 36 km), (S04 Kakar-Gaj 38 km), (SO5 Dadu-Moro 11 km), (S06 Moro-Kandiaro 60 km), (S07 Larkana-Mahar 63 km), (S09 Larkana Qubo Saeed Khan 70km), (S11 Jacobabad-Shahdadkot 16 km), (S13 Ratodero-Sher Mohammad Thahim, 32km), S15 (Lakhi-Larkana34 km), S18 (Jaccobabad-Kandkot 78km), (S19 Ubaro- Kashmore 20 km), (S20 Ubaro-Rawanti 33 km), (S21 Mirpur Mathelo-Yarolund 35km), (S23, Ghotki-Sanghar 39 km), (S25 Khairpur-Ranipur 45 km), (S28 Kotdiji-Sanghar 145km), (S31 Saeedabad Nawabshah Khairpur 128km), (S33 Nawabshah Mirpurkhas 128 km), (S35 Nawabshah-Sarkand21 km), (S0 49 Malir Darsano Chano 18km), (S50 Karachi-Hyderabad 166km), (S052 M9-Interchange-Hano Ahmed Khan 26 km) and total area of Sindh highway covers 4,800 km.
The area was completely destroyed and not constructed yet therefore it is said that “damage is easy correction is difficult”. Inappropriate infrastructure delays all trade activities that exhibit deleterious impact on country’s economy and business performance. These affect leads shortage of perishable food after flood and rainfall. For development of the country, it is necessary to construct proper infrastructure built save and strategic policies in emergency. Budget is being provided to National Highway Authority (NHA) is Rs118,675 million in 2020-21), Rs113,750 million in 2021-22), Rs118,403 million in 2022-23 and Rs157,500 million in 2023-24.
Vice versa government allocated budget for National Disaster Risk Management Fund Rs2000 million in 2020-21, Rs1000 million in 2021-22, Rs1000 million in 2022-23 and Rs2000 million in 2023-24 that will supports against natural disaster.
To control climatic activities government allocated budget for Ministry of Climate Change Rs5000 million in 2020-21, Rs14,327 million in 2021-22, Rs9,600 million in 2022-23 and Rs4,050 million in 2023-24. Today providing money is not a solution, government needs to construct some new strategic roads along with proper sewerage system and advances technology that will not stop life in future after rain.

Government should increases the National Disaster Risk Management fund as compare to climate change because Pakistan is a developing country not a developed country.
