While having exclusive conversation with PAKISTAN & GULF ECONOMIST, Mr. Shakir Umar Gujjar, Central President of the Dairy & Cattle Farmers Association (DCFA) Pakistan, unveiled a comprehensive strategic roadmap designed to modernize Pakistan’s dairy sector and secure the livelihoods of farmers in the face of rising economic challenges.
Economic Transformation: Embracing Commercial Cow Farming
In a major policy shift, Mr. Shakir Umar Gujjar has advised the farming community to transition from traditional buffalo farming toward Commercial Cow Farming. He highlighted that the milk production capacity of commercial cows is nearly double that of buffaloes, making it the only sustainable solution to counter high operational costs and record-breaking inflation.
“As the custodians of the dairy sector, we have a dual responsibility: to protect the business interests of our farmers and to ensure the public has access to affordable nutrition. By increasing yields through commercial cow farming, we can reduce the cost of production and provide relief to the common man, whose purchasing power is under immense pressure.”
Security and Community Policing Initiatives
To address the long-standing security concerns in Landhi Cattle Colony (Bhains Colony) and its surrounding areas, DCFA Pakistan has partnered with the Sindh Police, specifically under the supervision of DIGP East and SSP Malir, to launch a robust “Community Policing” model.
Key security measures currently being implemented include:
- Centralized Surveillance: The establishment of a state-of-the-art Command and Control Center at Sukkhan Police Station, integrated with a network of 300 CCTV cameras to monitor the area 24/7.
- Biometric Labor Registration: A mandatory registration process for all farm labor and milkmen (Gwalas). This includes the issuance of biometric ID cards to ensure that every worker on the premises is verified.
- Vetting and Screening: Rigorous background checks to identify and eliminate criminal elements who have previously exploited the sector.
Mr. Gujjar acknowledged that while the mandatory registration may cause a temporary shortage of labor, the association will not compromise on security. He emphasized that these measures are vital to creating a safe investment environment and protecting the assets of the farming community from theft and extortion.

The DCFA President concluded by urging all stakeholders to cooperate with the law enforcement agencies during this transition. He reiterated that the combination of security reforms and modern farming techniques will pave the way for a prosperous and crime-free dairy sector in Pakistan.
